POST api/Tickets/CreateAndAddUnstaticTag

Creates a new unstatic Tag and adds it to the Ticket.

Name	(Required) Name of the tag.	string	None.
Static	(Optional) If not set, it will be deleted after the last use is deleted. Default Static = true.	boolean	None.
Color	(Optional) The color of tag background.	string	None.
Type	(Required) Type of the tag.	TagTypeEnum	None.
